New immigration provisions for former MHQ visa holders in Panama

The National Immigration Service of Panama has established new measures through Resolution No. 4887 of February 18, 2025, aimed at foreign nationals holding a Permanent Personnel Visa for Multinational Headquarters (MHQ) and their dependents, whose employment relationship has ended.


These measures regulate the temporary stay of such individuals in Panama, allowing a period of up to six months after the termination of the employment contract. To manage the permit, the company must submit the application through the INFOSEM V.2 platform, along with the visa cancellation or withdrawal letter, within five business days from the end of the employment relationship.


The required documents include the legal representative’s power of attorney, the formal application addressed to the National Immigration Service, the valid MHQ Visa card, a letter from the company detailing the applicant's information and the end of the employment relationship, and the certification issued by the General Directorate of Multinational Headquarters. Additionally, a fee of B/.100.00 must be paid for each temporary stay permit card.


Upon completion of the authorized stay period, the foreign national must either leave the country or regularize their immigration status within five calendar days. It should be noted that this new regulation repeals Resolution No. 21,479 of 2011.
